Rare Carp isn't a flat per-catch chance, it comes from a periodic "Rare Fish Event" window that opens every so often and stays active for a few seconds; catching something during that window gives you a shot at the rare version instead of a normal Carp. There isn't a clean, verified percentage for this yet.
